May 2019 through June 2020 – Design of the WWTP Improvements

  • As of July, design of the WWTP is 90% complete, with an estimated cost of $9,600,000
  • The estimated cost to update the lift stations within the collection systems is $5,068,000.

June 2020 through Fall 2021 – Funding Procurement

  • US Department of Economic Development Administration grant for $4,054,400 to be used on upgrades to the collection system.
  • United States Department of Agriculture grant for $70,600
  • United States Department of Agriculture low interest rate loan of 2.2% for $873,000
  • Additional Funding still being pursued

Fall 2021 through December 31, 2023 – Construction of WWTP Improvements

Tearing up Asphalt Rock Creek Pump Station and Cascade Interceptor

Funding: EDA Grant $1.6M, City Funds $285k, USDA Loan $115k
Planned Completion Date: December 31, 2022

This project completely replaces the Rock Creek Pump Station and replaces 700 feet of sewer line along SW Rock Creek Drive for increased capacity.

SW Rock Creek Drive will have single lane closures from its intersection with Rock Creek Park Road to the Mill Pond Trailhead. Additionally, SW Vancouver Avenue may experience intermittent full closures. These closures will occur during contractor work hours, approximately 7:00a to 5:00p, Monday through Friday for the duration of the project. Local access will still be provided, as well as access for emergency services and school buses. Pedestrian access will be provided via a detour over the Fairground Bridge.

This project upgrades the City's wastewater treatment plant to meet capacity and redundancy for existing and future loads. This includes upgrades to headworks, secondary treatment, disinfection treatment, electrical system, SCADA, and civil improvements.

Laying Line Main D Extension

Funding: DOE Loan $275k
Planned Completion Date: July 6, 2022

This project extended the sewer mainline from the intersection of Kanaka Creek Rd. and Loop Rd. northeast along Loop Rd. to the intersection of Frank Johns Rd. and the north along Frank Johns Rd. to the third driveway.  It is Complete.

Planned Completion Date: October 31, 2024

Project consists of replacing the Fairgrounds and Cascade Avenue Pump Stations with equal capacity pumps and replacing and expanding the Kanaka Pump Station to mitigate flood risk.
