Budget: $2M
Funding: EDA Grant $1.6M, City Funds $285k, USDA Loan $115k
Planned Completion Date: December 31, 2022
Status Updates
November 2022 - The project reached substantial completion. There are a few minor punch-list items to complete before the project will be closed out with no further impact to the public anticipated. The increased capacity was achieved in time for the fall rains!
July 2022 - July has been a busy month for Crestline! Mainline sewer along Rock Creek Drive - check! Wet well installed - check! Subcontractor, Bridgemasters, is working on the forcemain over Rock Creek Bridge. We thank you for your patience with the single lane closure required to keep our workers and our neighbors safe.
June 10, 2022 - This week Crestline got the trench dug and utility conduit installed to ensure power is available at the new Rock Creek Pump Station. They will begin excavating for its construction next week.
June 3, 2022 - The past couple weeks have been focused on finishing and testing the mainline sewer, as well as planning for the construction of a significantly larger wet well and pump station at Rock Creek. With all of the challenging associated with dewatering during the sewer installation, Crestline is doing their due diligence to ensure a solid plan of attack for dewatering the 8 foot deeper excavation associated with this structure. Next week Crestline will install the utility trench along Rock Creek Park Drive. Please be mindful that the east access to the Fairgrounds will be closed and travelers should utilize the west access, near the Hegewalk Center.
May 20, 2022 - Crestline had a successful week of continued mainline sewer installation. They reached the end of their run on Friday and will focus on lateral construction next week. We appreciate everyone's patience with the traffic impacts the past few weeks.
May 13, 2022 - After a challenging start to the week related to dewatering unexpected amounts of groundwater from the recent rains, Crestline caught their stride again Thursday and Friday to finish strong with a manhole and significant length of mainline sewer laid. On Monday of next week, Vancouver Ave will be reopened and a detour no longer necessary up Lasher and around Rock Creek Drive. If taking the Rock Creek Drive detour through the County lot west bound be mindful that a STOP sign is being added, as traffic will be allowed to flow from Vancouver Ave to the east. As with every construction site, stay aware of your surroundings when driving or walking, as traffic conditions can be unpredictable and change without notice.
May 6, 2022 - Soft subgrade caused a bit of a challenge for us this week. One of the manholes settled after backfilling and had to be reset. Fortunately, the situation was monitored and could be remedied efficiently, this week, rather than causing future issues. Crestline covered a lot of ground with their main sewerline along Rock Creek Drive later in the week and plans to keep working on the mainline and laterals next week.
April 29, 2022 - Due to failing trench sidewalls, the project limits shifted more towards the centerline of the Rock Creek Drive roadway to avoid potential undermining of the adjacent sidewalk and planter strips. Crestline modified their survey to adjust to new limits and continued installing mainline sewer, laterals, and manholes. Please continue to use alternate routes for access to Vancouver Ave from Rock Creek Drive as the intersection will remain closed for the beginning of next week. Thank you for slowing down and adhering to traffic control devices in the Skamania County Grange parking lot when detouring around the work site while on Rock Creek Drive.
April 22, 2022 - Heavy rains this week and challenging subsurface conditions made the ground breaking of this project more exciting than anticipated or hoped for. Crestline pivoted work operations and continued pushing through unmarked and abandoned utility lines and structures, as well as tackled a challenging dewatering situation. Fortunately, they were able to progress past the point of needing to detour traffic along Ryan Allen Road.
Beginning next week, SW Rock Creek Drive will be closed between the Skamania County Grange lot entrances through the end of May. Traffic traveling along Rock Creek Drive will be detoured through the Skamania County Grange parking lot during this time period. Additionally, Vancouver Avenue will be closed between Rock Creek Drive and the Lasher St intersection from Wednesday, April 27 through Tuesday, May 3. Traffic should use alternate routes to access Rock Creek Drive from Vancouver Ave, and to access Vancouver Ave from Rock Creek Drive.
April 15, 2022 - Crestline spent this week reviewing their Traffic Control Plan and working with the City and project stakeholders to determine the safest alternative. It was decided that detouring traffic is required to ensure safe vehicular and pedestrian travel, as well as safe working conditions for construction and inspection personnel. SW Rock Creek Drive will be closed from the Rock Creek Bridge to Vancouver Ave, Monday, April 18 through Wednesday, April 20. Vehicular traffic will be routed North via Ryan Allen Road. From Thursday, April 21, SW Rock Creek Drive may be routed through the Skamania County Grange parking lot through as late as the end of May. Additionally, SW Vancouver Avenue may experience intermittent full closures. All closures and associated detours will occur during contractor work hours, approximately 7:00a to 6:00p, Monday through Friday. Local access will still be provided, as well as access for emergency services and school buses. Pedestrian access will be provided via a detour over the Fairground Bridge.
If possible, please consider using an alternate route to reach your destination to avoid delays to your trip.
March 31, 2022 - Some staking was completed. Material continues to be staged. Construction begins next Monday! SW Rock Creek Drive will have single lane closures from its intersection with Rock Creek Park Road to the Mill Pond Trailhead. Additionally, SW Vancouver Avenue may experience intermittent full closures. These closures will occur during contractor work hours, approximately 7:00a to 5:00p, Monday through Friday for the duration of the project. Local access will still be provided, as well as access for emergency services and school buses. Pedestrian access will be provided via a detour over the Fairground Bridge.
March 24, 2022 - Schedule and Traffic Control Plan have been received. Materials are being staged in the County's Rock Creek yard.
March 17, 2022 - Pre-construction Meeting was held on Tuesday, March 15, 2022. City, county, engineering, utilities, construction staff, and other project partners attended. Contractor schedule currently shows on site work commencing on April 4, 2022.
September 2021 - The construction phase was awarded to Crestline Construction in June. Due to delays in materials procurement, construction will begin in April, 2022.
