The document created through this process will not be a “shelf plan”. It will be action-oriented and it will be realistic. While the Plan supports a long-range vision, the implementation strategy will emphasize the actions necessary for immediate and substantial positive change within the first five years of Plan completion. To ensure this road map actually leads to success, the Plan for SUCCESS! involves a implementation strategy and action plan identifying:

• The public investments necessary to inspire investor confidence and stimulate significant private investment consistent with Stevenson’s vision for desirable future growth.
• Public realm improvements and key private sector sites and projects that will increase desirable downtown development while improving the function of streets, the waterfront and public spaces.
• Catalytic projects, implementation priorities, responsible agencies, a projected schedule, project costs, and potential financial strategies.
